Since 1999, ACS has operated the State Collection and Disbursement Unit (SCDU) for the Pennsylvania Department of Welfare, Bureau of Child Support Enforcement, providing services including receiving and distributing payments from non-custodial parents, customer service and technical support. Child support recipients have the option of receiving payments by direct deposit or the Pennsylvania EPPICard, a debit card implemented by ACS that saves the state more than $3 million annually in postage and processing.
